numbers that came out friday, the unemployment rate dropped to 7.8%, the lowest since president obama took office and the government said 114,000 jobs were added but in a household survey, 873,000 more americans reported having jobs. senator ayotte, isn't the economy getting better? well, i think, what is disappointing about the report is the down tick we saw in unemployment is because of part-time work, for economic reasons, so people who want full-time jobs, taking lower pay, you can't support a family on part-time work. and of course we still have the sad fact that we have the lowest labor participatings rate since 1981, and if the number of people who were working or participating in the workforce were the same as when the president came into office the unemployment rate would really be 11%, so, i don't think there is any cause to celebrate, here and i think if you told the american people four years ago, that the unemployment rate is going to be 7.8%, at this point, during the president's term, i don't think anyone should be satisfied or happy with that. >> chris: governor, are you sa

impact, and you're guaranteed, if you're obama or romney in getting the lowest unit rate, the lowest cost for the a tv spot buying from a tv station. outside groups like american crossroads have to pay a premium. president obama spends a dollar, we have to spend more than a dollar to get the same weight of television. a lot more of romney's money is found in the wallet of the republican national committee, and smaller money is found in the democratic national committee. what's that mean? if you use money from the democratic or republican national committees, you have to use what are are called combo ads in which you not only mention obama, but also democrats, or not just romney, but other republicans. it weakens the ad, the way of the power of the ad a little bit. we have an important -- lou: you feel good? go ahead. >> i do think that obama has an advantage in that more of his money is in -- is in a wallet from which he can spend easily, get the lowest rate, and control the message better than can romney. lou: not concerned about the fundraising? >> oh, i'm concerned about it. i think it

. our unemployment rate has come down because for -- since president obama took office for every new job created more than six workers have left the labor force. if labor force participation was what it was when the president took office, unemployment would be around 10.7%. these jobs that were added in september were largely part-time jobs. so we still have 23 million american, that number has not changed at all, would are either unemployed or out of work entirely or are underemployed working or out of the workforce entirely or underemployed working part time instead of full time or not in a job commensurate with their skills, half of the college students coming out of, you know, with degrees today are unable to find a job. this economy is not doing well and the fact that you have a white house celebrating an unemployment rate of 7.8% with 23 million americans out of work or unemployed or underemployed tells you a lot about the failure of this administration's policy, george. >> final question, bottom line, did governor romney do what he needed to do on wednesday to take control of this

wants to reduce individual rates by 20% across the board and also reduce the corporate rates down to 25%. president obama has proposed reducing them to 28%. guest: i think that is a fair description. they do have some significant differences. host: we heard a bit in the debate last week about where mitt romney stands on his tax plan. here is a headline coming to us. in the fog of numbers, there is little tax clarity from obama and romney. $5 trillion, whether or not tax cuts will equal $5 trillion. there is a difference in this number. guest: the $5 trillion is the gross cost of reducing rates 20% across the board. the. gov. romney made is it is unfair to call it a tax cut because he intends to offset the cost through base broadening. i think one thing that was interesting is although gov. romney has proposed 20%, he did not actually mentioned that number in the debate. i think what he did emphasize instead is he was not going to add to the deficit or increase taxes on the middle class. analyses has been done that shows it is a little bit difficult to keep those while cutting the rate b

that caused president obama to lay a debate egg wednesday night. one thing they agree on, it can't happen again. it best not happen again. >>> and unemployment rate dropped sharply last month. add rick santorum and newt gingrich to the list of republicans who would like to see big bird on the unemployment line. i guess they've had to much education, those guys. >>> and finally, what the jobless number means and why some people don't like looking at it. this is "hardball," the place for politics. >> after losing about 800,000 jobs a month when i took office, our businesses have now added 5.2 million new jobs over the past 2 1/2 years. this morning we found out that the unemployment rate has fallen to its lowest level since i took office. more americans entered the work force. more people are getting jobs. today's news certainly is not an excuse to try to talk down the economy to score a few political points. it's a reminder that this country has come too far to turn back now. we've made too much progress to return to the policies that led to the crisis in the first place. welcome aboard!
